The only differences are the aesthetics of the suits available (and that you'll move slower while training heavy).
If you do end up wearing armour, note that light and heavy end up the same (you can get maximum protection out of either, and you can nerf the weight of either). The reduction of spell effectiveness reduces the level of their spells, making it impossible to take advantage of that particular bonus and making such spells useless against higher-levelled enemies. Some of their spells rely on the target's level, with a bit of a quirk in that their lvl25 spells (the maximum) work on all targets. This is mostly a concern for illusionists. The penalty goes down as your armour skills go up, but never goes below 5% so long as you have any on. Armour reduces it, meaning you don't get 100% of the effects your mana is paying for. The one point where cloths still come out on top is spell effectiveness. There are perks you'll unlock at the higher armour-related skill levels that can make the protective stuff weightless, however, meaning that clothing will make you move slower in the long run. You do move faster when wearing lighter equipment. Clothing doesn't have any benefits over armour as far as enchantments are concerned.
